It's a combination of meta and laning issues. Lucian naturally has an issue with killing tanks and brawlers so late game poses an issue.Conqueror is good on Lucian late game if they have a lot of fed tanks you'll be attacking a long time. Neither Prestige Pulsefire nor Normal Pulsefire are worth it, those skins are garbage and the last good ones from that skinline were the Twisted Fate, Shen and Riven ones.
